Developers interested in bidding projects for the 750 MW under the Phase II Batch I of the JNNSM have the option to bid with or without Domestic Content or Both. The Solar Energy Corporation of India(SECI) has released the Draft Methodology for implementation of the 750 MW under the Viability Gap Funding(VGF) route. Most of the guidelines in the document are along the same lines as the draft guidelines released by MNRE a few weeks back. (Click here to read the MNRE draft guidelines). The only addition is the separate bidding for the projects without or with Domestic content (Part A and Part B).
The split of the 750 MW between Part A and B has not been specified yet. The exact domestic content requirements(DCR) like crystalline Silicon vs Thin Films applicable for Part B is also under review.
Bloomberg had quoted Mr. Tarun Kapoor, Joint Secretary of MNRE, that about 300 MW of projects will come under the domestic content requirement(Part B), but the final decision is likely to be taken after the stakeholder response.
The draft Methodology can be downloaded here.
