We had earlier written about CERC proposing to amend the REC guidelines in a blog post in April 2013. The CERC, vide an order dated July 10th 2013 titled Central Electricity Regulatory Commission (Terms and Conditions for recognition and issuance of Renewable Energy Certificate for Renewable Energy Generation) (Second Amendment) Regulations, 2013 has made the guidelines enforcable.
The order provides additional clarity on various issues such as the APPC price requirement, timperiod for availing RECs, retention of RECs by captive power generators etc. The details of this can be seen in our previous blog entry on the topic. Interestingly, there is no mention of the minimum capacity requirement which was discussed in the previous draft. It remains to be seen if the 250 kW lower limit for projects will be enforced for future REC projects.
