CERC proposes Solar PV capital cost of Rs. 6.12 Crore/MWp and Rs.6.99/kWh as generic tariff

As part of its annual revision of Renewable Energy tariffs, the Central Electricity Regulatory Commission(CERC) has proposed a generic levellised generation tariff for solar PV for FY 2014-15 as Rs. 6.99/kWh(without Accelerated Depreciation) and Rs. 6.33/kWh(with Accelerated Depreciation). This tariff was arrived at, on the basis of the capital cost of Rs. 6.12 Crore/MWp. This capital cost has seen a steep, almost 25% drop of the capital cost from the previous year. CERC attributes the cost drop mainly to the following

a. Civil and General works(58% drop)
b. Mounting Structures(52% drop)
c. Evacuation cost(43% drop)
The details are given below.
Benchmark Capex
Please note that CERC has considered an exchange rate of Rs. 60 per USD for the purposes of evaluating module price.
CERC had invited stakeholder suggestions and feedback by 31 January 2014. It is expected that the final tariff order will be released by end of February 2014. The benchmark capital cost calculation details are available here and the tariff calculation details are available here.
