SECI Rooftop PV programme – Phase IV bidding; Tata Power Solar, ReNew Power and SunEdison major contenders

The Solar Energy Corporation of India(SECI) has released the list of bidders under the Phase IV of the Solar PV rooftop programme. Since L1 bidding process was used for selection of bidders, the non-L1 bidders have been given time till 21st July 2014 to match the L1 prices.
SECI had released the RfS for allocation of 50 MW of rooftop projects in 21 states in March 2014 under two models – Part-A(CAPEX) and Part-B(RESCO). 40 MW in 21 states were available under Part A and 10 MW in 6 states were available under Part B(More details here).

In Part A, bids were received only for 12 states, and capacity in 2 states were undersubscribed(Andhra Pradesh 1.5 MW as against the available 3 MW, and Bihar 1 MW as against the available 2 MW). On the other hand, states like Maharasthra, Rajasthan and Tamil Nadu were oversubscribed. The states that did not receive any bids are Himachal Pradesh, Goa, Puducherry, Kerala, Uttarakhand, Assam, West Bengal, Odisha and Delhi.
In part A, Tata Power Solar placed the highest number of bids for a total of 5 MW in 4 states(Andhra Pradesh, Gujarat, Karnataka and Maharasthra), all @ Rs. 67/kWp. Bosch(4 MW), Thermax(3 MW) and Jakson Engineers(3 MW) were the other major bidders. Also in the fray were Hero Solar Energy, SunEdison, Azure Power, Welspun, Mahindra EPC services and Su-Kam amongst others. The lowest L1 bid was in Maharasthra(Rs. 63/kWp ) and was placed by SunEdison. The highest L1 was Rs. 84.5/kWp in the state of Punjab.
In part B, bids were received for 5 states(excluding West Bengal), and the lowest L1 bid was by Avant Garde(Rs. 4.726/kWh without AD) in Maharasthra. ReNew Power had the highest number of bids(4) totaling 3.5 MW. Other bidders include Madhav Infra Projects, Jakson Power, SunEdison and Mahindra EPC services among others.
SECI has clarified that all the bidders could be allocated additional capacity if they are willing to accept the L1 price. For example, in Maharasthra, bids totalling 9 MW were received as against the tender capacity of 3 MW, but the tender capacity could be enhanced upto 9 MW based on matching of L1 price by the bidders.
