Madhavan Nampoothiri, founder and director of RESolve Energy Consultants, says: “Certain estimates put the accumulated losses of the utility company TNEB, the Tamil Nadu Electricity Board, at about INR54,500 crore [approximately USD$10 billion] as of April 2012.
“In Tamil Nadu, most of the wind energy generators have not been paid their dues for around one year. There are talks that the Tamil Nadu government might institute a payment security mechanism but we are not sure if this payment security mechanism will be implemented.”
