The pre-bid meeting for the allotment of projects under the Andhra Pradesh Solar policy was held on 14 December 2012 in Hyderabad. None of us from RESolve could not attend the meeting due to scheduling conflicts, but our friends at EfficientCarbon LLP participated in the meeting and have uploaded a nice summary of the pre-bid meeting. A few interesting points from the summary which we thought deserve a mention are given below.
a. L1 bidding is to be taken at the local substation level, not at the state or region level.
b. The developers need to talk to the substations on how much of capacity is available at the substation they want to inject power into. It is their responsibility, not APTRANSCO’s.
c. Time-frame to setup an SPV plant (6 months as per RfS document) will be reconsidered.
